This poster by the National Industrial Conservation Movement shows a man/agitator receiving an Iron Cross from Kaiser Wilhelm in “Plot Alley.” It warns Americans to be wary of agitators who were plotting and scheming in their midst.
During the war, both German nationals and German-Americans were viewed as potential spies, saboteurs, and agitators. German-American workers came under heightened scrutiny; in many instances, representatives of patriotic organizations worked on the premises of large companies in order to keep an eye on employees.
